Phase 1 — today
Illustrative ranges authored for demonstration. Clearly labeled everywhere they appear, and never used to justify a staffing decision on their own.
Phase 2
Anonymized aggregation across consenting client assessments, stratified by bed size, setting and service mix. Minimum cohort size before any range is published.
Phase 3
Percentile reporting with cohort counts and effective dates, plus an explicit methodology page. Only then does the label 'benchmark' drop the word illustrative.
