Credential, licensure and collective-bargaining comparator

Three frameworks answer the same questions differently: who decides you are qualified, who can take that away, who sets the wage, and what happens when staffing is unsafe. This page states the tradeoffs and stops there. It does not rank the frameworks and takes no position on licensure or unionization.

A. Current credentialing model

What exists today: voluntary national certification from non-governmental boards, programmatic accreditation, and employer discretion over who may work.

B. Model occupational licensure

A hypothetical construct. It describes how state licensure frameworks generally operate. It is not enacted law anywhere and asserts nothing about any state.
